Request for Expression of Interest
National Insurance Services (NIS)
St. Vincent and the Grenadines
For the Construction of NIS Office Complex Building.
1. The National Insurance Services (NIS) of St. Vincent and the Grenadines owns the property in Kingstown familiarly known as the “Ju-C property”. The property is situated at the corner of James Street and Granby Street on the intersection known as Foresters’ Corner and was the site of the now-defunct Ju-C soda-bottling manufacturing plant in Kingstown.
2. NIS is desirous of Constructing a modern 3-storey office building that makes the best use of the site and provides flexible and energy-efficient office spaces. The NIS is responsible for the overall implementation of the project.
3. NIS invites an Expression of Interest for the Construction of the NIS Office Complex. The works include but may not be limited to the following:
- Demolition of an Existing Building.
- Construction of New Modern Office Complex Building
- MEP Installation including Electrical, Plumbing, HVAC (Heating, Ventilation and Air Conditioning), Fire Protection and Security and PV Panel Installation
- External Works comprising of Pavement, Ramps, Site Drainage, Generator Hut, Garbage Disposal containment and wastewater lines to main sewer
4. Firms whether applying individually or in the form of a Joint Venture, shall:
(a) be legally incorporated or otherwise organised in, and have their principal place of business in St. Vincent and the Grenadines;
(b) be more than fifty (50) percent beneficially-owned by a citizen or citizens and/or a bona fide resident or residents of St. Vincent and the Grenadines, or by a body corporate or bodies meeting these requirements, as far as the ownership can be reasonably determined; and
(c) shall have no arrangement and undertake not to make any arrangement whereby the majority of the financial benefits of the contract, i.e. more than fifty (50) percent of the value of the contract, will accrue or be paid to sub-contractors or sub-consultants that are not from St. Vincent and the Grenadines.
5. Eligible bidders will be required to submit full qualification information with their Expression of Interest establishing their eligibility to bid and qualification to perform the contract once qualified for the bidding process.
6. Qualification requirements include, inter alia:
(a) an average annual turnover (defined as certified payments received for works in progress or completed) within the last 10 years at least Five Million Eastern Caribbean Dollars (EC$ 5 MIL);
(b) a demonstrable cash flow (including access to credit) of 1 Million Eastern Caribbean Dollars (EC$ 1 MIL) and
(c) experience as prime contractor in the construction of at least two assignments of a nature, scope and complexity comparable to the proposed project activity within the last 10 years (to comply with this requirement, works quoted should be at least 80 percent complete). The Contract should have been at least Five Million Eastern Caribbean Dollars (EC$ 5 MIL);
7. Contractor firms may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
8. Contractors would be selected in accordance with the Contractor’s qualifications-based selection (CQS) method set out in the Procurement Regulations. Further information can be obtained at the address below during office hours 0900 to 1400 hours. The Expression of Interest should be entitled “CONSTRUCTION OF THE NIS OFFICE COMPLEX” and must be delivered in a written form to the address below (in person, or by mail, or by e-mail) by 3pm on Friday April 4, 2025.
